Elon Musk claims Government-Funded NGOs allow them do illegal stuff - could this include funding terrorism?

Elon Musk, who is currently a senior advisor to President Trump and leading the Department of Government Efficiency (DOGE) has accused government-funded NGOs of being a loophole for illegal activities. He claimed they act as proxies for the government to do things that would be against the law if the government did them directly. This aligns with his DOGE mission to cut wasteful government spending, which has been a hot topic since Trump’s executive order established it.  

Musk specifically called out George Soros, alleging that he’s a “system hacker” who uses NGOs to his advantage. According to Musk, Soros makes small investments to create NGOs, then lobbies politicians to funnel massive government funds into them - turning, say, $10 million into a billion-dollar operation. Musk called this “arbitrage” and said Soros has mastered it through his Open Society Foundations (OSF), which has reportedly donated over $32 billion since 1984 to causes like justice, education, and media.  

Musk’s comments about NGOs doing “illegal” things makes one wonder: could this include funding terrorist groups, even indirectly? 

If government funds are being funnelled through NGOs without proper oversight, as Musk suggests, could some of that money end up in the wrong hands - like in areas controlled by terrorist groups like Boko Haram in Nigeria?

What do you all think about this? Are NGOs really being used as Musk describes, and could there be a terrorism financing angle here?
